Bulk collection of US phone records

Established

Confirmed as fact in the official record

The claim

The US government was said to be collecting its own citizens' telephone records in bulk.

Where it started

Press reports raised the question in 2006. In 2013 an original court order was published and the programme's existence became a matter of record.

Where it stands

The Privacy and Civil Liberties Oversight Board confirmed the bulk metadata programme in a 2014 report and found its legal basis weak. In 2015 the Second Circuit held that the collection exceeded what the governing statute allowed, and a statutory change that year altered the programme.
