The claim

A welfare facility in Busan was said to have confined people picked up in vagrancy sweeps through the 1970s and 1980s and put them to forced labour.

Where it started

A prosecution in 1987 made the facility public, but the trial dealt mainly with embezzlement by the operators and not with the confinement itself. Survivors organised in the 2010s and reopened the case.

Where it stands

In 2022 Korea's Truth and Reconciliation Commission found this to be a grave human rights violation produced by the state's vagrancy round-up policy. Earlier, in 2018, the prosecutor general filed an extraordinary appeal against the old verdict; the Supreme Court rejected it in 2021. Confinement, forced labour and the policy behind them are established.
